Position Summary:

Berkeley Lab’s Office of the Chief Financial Officer (OCFO) is looking for a Chief Procurement Officer (CPO) to join its dynamic leadership team and lead and manage Berkeley Lab’s Procurement and Property Organization, which provides expertise and services essential to the Lab’s research mission.  This position will be responsible for strategic leadership and day-to-day operational management of ~60 Procurement, Property Management, and Business Assurance professionals who execute ~$350M of Laboratory procurements annually, manage ~26,000 Laboratory assets with an acquisition value of ~$1B, and perform assurance activities.  


The CPO works with customers, partners, the University of California (UC) and the Department of Energy (DOE) to effectively deliver services and meet mission needs while assuring strong stewardship of public funds and compliance with the Laboratory’s Management and Operating (M&O) contract, LBNL and UC policies and procedures, and all applicable DOE/Federal/State regulations.  The CPO builds strong relationships with a diverse set of customers, partners, suppliers and stakeholders including ~30 independent Berkeley Lab Scientific and Operational organizations.  

Specific Responsibilities:

  • Oversee all Procurement and Property Asset Management operations including contract negotiations and administration for Goods, Services, Technology, R&D and Facilities; a Procurement Card Program, an eCommerce System, and Property Asset Management and Quality Assurance functions.  Develop and execute acquisition strategies with suppliers.

  • Provide leadership, strategic planning, management and direction of daily operations, and assurance for the Procurement and Property Management Department.  Set and implement organization objectives to maintain a high-performing organization that meets DOE-established mission goals and customer needs in an efficient, effective and compliant manner.

  • Partner with DOE Berkeley Site Office (BSO), DOE Contracting Officers and UC Office of National Laboratories (UCNL) counterparts to assure confidence in the Lab’s procurement and property asset management systems and assurance program, and adherence to contractual requirements.

  • Recruit, manage, and lead a management team and staff with the skills to maintain a high-quality organization.  Train and develop staff to enhance skills, accountability, adaptability, and capability to work individually and in teams.

  • Develop, maintain, and execute procurement and property management policies, procedures and systems that support the Laboratory mission and meet all DOE and UC requirements.

  • Identify, lead, and implement process and technology system improvement projects, partnering closely with other OCFO and Lab operations units.

  • Apply knowledge of DOE, federal and UC acquisition requirements to ensure procurement and property management functions are implemented effectively.

  • Establish and maintain strong relationships of transparency and trust with Lab customers and stakeholders.

  • Maintain an effective assurance program covering policies, systems, training, quality and contract assurance activities, in order to identify and manage risks, monitor and analyze performance, and identify opportunities for continuous improvement.  

  • Partner with other UC campuses and DOE to leverage strategic contracts to maximize cost savings, best practices, and shared knowledge.


Required Qualifications:

  • Broad knowledge of, and experience leading, a multi-channel procurement organization with functions such as Sourcing, Contracting, eCommerce, Procurement Card program and purchasing transaction management, purchasing policies and procedures and supplier management.

  • A minimum of 15 years of related experience including at least 10 years of demonstrated experience managing and leading a business operations organization in a related field or equivalent combination of education and experience.

  • Broad knowledge of federal procurement requirements, processes, and federal acquisition regulations.  Knowledge of and ability to interpret and apply local, state and federal regulations accurately and effectively.

  • Strong leadership and management skills with a proven track record of delivering consistent, high quality services in a high volume, fast paced and demanding environment.  

  • Demonstrated experience balancing customer needs with regulatory requirements to deliver strong customer services and support in an efficient, effective and compliant manner.  

  • Demonstrated experience building, leading, and delivering effective team and individual performance.  Expertise in recruiting, developing, and coaching managers and staff with the necessary skills, knowledge and abilities to perform in a high performance organization.  

  • Strong interpersonal and communication skills with a proven record of success in building and maintaining effective relationships with a diverse set of customers, suppliers, senior leaders, key stakeholders, regulatory entities, and other partners. Advanced skills in negotiation with the ability to influence effectively to accomplish business objectives and contractual obligations.

  • Experience with business analytics, quality assurance, audit and risk management functions, with proven ability to monitor, analyze and mitigate risks.  


Additional Desired Qualifications:

  • Master’s Degree in a relevant field.

  • Experience working in a multidivisional decentralized organization with multiple stakeholders and a high degree of oversight and regulation.  

  • Experience working in a research, academic and/or intellectual capital organization.

  • Extensive knowledge of federal, DOE, and University procurement and property management requirements, processes, and acquisition regulations.

  • Understanding of DOE labs, M&O contracts and the roles of key stakeholders such as UC, DOE BSO, other DOE partners, and other national laboratories.

  • Certification in procurement, property, logistics, or supply chain management offered by such organizations as ISM, NCMA, or NAPM.

  • The Chief Procurement Officer is a career position that is appointed by and serves at the discretion of the Laboratory Director, and this appointment is at will and may be terminated at any time with or without cause.

  • This position is exempt (paid monthly) from overtime pay.

  • Salary is commensurate with experience.

  • This position is contingent on the successful completion of a background check.

  • This position is subject to the financial disclosure requirements of the California Political Reform Act of 1974. The successful candidate for this position will be required to file financial interest statements upon assuming this position, annually while holding this position, and when leaving this position.

  • Work will be primarily performed at Office of the Chief Financial Officer (OCFO) — Bldg. 971, 6401 Hollis St., Emeryville, CA.
