Construction Manager (Facilities)

Position Summary:
Berkeley Lab’s Facilities Division has an opening for an Construction Manager. The Construction Manager (CM) manages the day-to-day activities for construction work under contract. The CM is responsible for field implementation of construction modifications to LBNL’s physical plant and new building construction. Project size typically ranges from $500,000 and up. This position also may manage small construction projects or maintenance contractors. This position will be filled at the Construction Manager or Sr. Construction Manager level, dependent on experience.
Construction Manager (Level 2) Specific Responsibilities:
Provide oversight of construction activities to modify existing facilities, including utilities, equipment installation and exterior improvements.
Arrange worksite and equipment access/shutdowns, obtain permits, and develop project support schedules to support subcontractor activities and minimize interference with others’ work.
Work with Project Manager and other Facilities staff to manage activities of subcontractors, LBNL in-house Construction Services staff and vendors performing work, providing services, supplying materials or equipment for the project.
Monitor work and inspect construction to confirm it is performed in accordance with the specifications, drawings and terms of the subcontract.
Ensure all work is performed in a safe manner in compliance with LBNL and DOE health and safety policies and other applicable Federal, State, and local fire, health, safety, and environmental protection policies.
Coordinate construction with site safety inspectors, EH&S staff, building managers, and quality inspectors, applicable Authorities Having Jurisdiction (AHJs), keeping all concerned advised of schedules and status.
Support the Project Manager in the review of contractor submittals, Requests for Information (RFIs) and change order requests.
Serve as liaison with LBNL clients to keep them informed regarding construction activity and ensure client needs are being met.
Develop construction schedules, evaluate construction estimates, review contract modifications, and verify work performed matches contractor progress payment requests.
Review pre-construction plans and specifications for constructability, operability, maintainability and cost effectiveness.
Ensure “as built” drawings are completed on assigned construction projects.
In addition to the above, Sr. Construction Manager (Level 3) Specific Responsibilities:
Provide oversight of construction activities to build new or modify existing complex facilities including laboratory, office, data center or utility projects.
Contributes to the development of new procedures for construction/project management activities within the Facilities Division.
Lead and collaborate with multiple stakeholders to resolve complex construction interferences and conflicts.
Construction Manager (Level 2) Required Qualifications:
Knowledge equivalent to Bachelors Degree in Engineering, Architecture, Construction Management or functional specialty closely aligned with relevant program and extensive related professional technical experience preferred.
Demonstrated experience as a superintendent or professional construction manager coordinating remodel and new construction projects, preferably on complex buildings for government or institutional use.
Knowledgeable of State and local applicable building and safety codes with demonstrated experience in applying and/or performing plan checks and code compliance reviews. Broad knowledge of California Building Codes and industry standards and practices in the facilities arena.
Working knowledge of the regulations associated with asbestos abatement (EPA & CAL OSHA). Working knowledge of the UBC and Fire Code as related to commercial and industrial buildings. Understanding of biological and chemical hazards. Knowledgeable in the area of construction safety consistent with OSHA, NEC etc. standards.
General understanding of major environmental mandates and regulations such as RCRA, Clean Air Act, Clean Water Act, CERCLA as well as DOE Orders pertinent to environment, health and safety protection.
Ability to plan, organize and estimate multi-craft institutional building renovation/tenant improvement projects.
Ability to interface between engineers, clients and craftsmen. Demonstrated client relationship skills with excellent interpersonal skills for customer-focus approach.
Excellent communication skills.
Demonstrated ability to use computers effectively for record keeping, report writing and communication.
Demonstrated experience in planning, prioritizing, organizing and applying time management skills to handle multiple projects at once.
Experience applying analytical and problem solving skills to complex problems.
Demonstrated ability to take initiative, use sound judgment and provide solutions to ensure results.
Demonstrated skills in conflict resolution, balancing workload, and performing effectively under fluctuating priorities.
Ability to work independently and as part of a diverse team.
Must have a valid California Driver’s License.
In addition to the above, Sr. Construction Manager (Level 3) Required Qualifications:
Knowledge equivalent to a Bachelor's degree or equivalent experience and a minimum of 10 years related professional technical experience.
Proven history in providing oversight in construction activities and resolving complex technical problems that requires in-depth evaluation and analysis.
Additional Desired Qualifications for the Construction Manager (Level 2 & 3):
Electrical background including elect engineering degree or licensed electrician is highly desirable.
Building systems commissioning or MEP coordinator background.
Physical Requirements:
Able to climb stairs, ladders, scaffolds, work at heights.
Ability to work in confined spaces, around rotating equipment, under florescent lights.
Ability to bend, stoop, kneel, crawl.
Manual dexterity in both hands.
Must use protective clothing, safety equipment and respirators when required.
Ability to lift 60 lbs. to chest height
