Berkeley Lab's Human Resources Division has an opening for a Senior HR Business Partner (Sr. HRBP) supporting the Environmental Technologies Area. This role will be responsible for both a strategic and hands-on role providing full cycle Human Resources support and consultation to leaders and employees within assigned Lab Divisions and Scientific Areas. The Energy Technologies Area specializes in performing analysis research, and development, leading to better energy technologies and reduction of adverse energy-related environmental impacts.

 

In this role, you will help define and execute programs in the areas of talent management, employee engagement, team effectiveness, change management, development advising, workforce planning, and more. We are looking for "people" people who are passionate about their work, possess strong influence skills, demonstrate a high-level of systems thinking capability, and possess strong interpersonal, collaboration, and project management skills. You will work closely with scientific and operational leaders to ensure HR programs and services support and drive the Lab's science missions. Please note, this position reports to the HR Field Manager.

 

  

What You Will Do:

 

  • Collaborate with the division and area management to support people initiatives by understanding the division’s or area's objectives, issues, needs, and key success factors.
  • Design strategies for facilitating organizational and behavioral change. Perform needs assessment, analysis, and consulting on organizational issues.
  • In partnership with Employee and Labor Relations, investigate basic and complex employee relations issues and initiate appropriate resolution including mediation and preparation of appropriate communications.
  • Participate in labor/management actions including negotiations, grievance, process and support.
  • Assess organizational and individual staff development needs. Develop and conduct relevant training, and participate in training design.
  • Provide guidance on compensation issues including job leveling, salary analysis, and make recommendations to managers on new hires, promotions, and off-cycle salary increases 
  • Provide oversight to HR Partner for the creation and review of position descriptions, job audits, job family validations, and other compensation related activities.
  • Partner with Lab Leadership and HR subject matter experts to execute the Lab’s talent initiatives within client groups including workforce planning, talent acquisition, diversity, equity and inclusion, performance and compensation process and annual reviews, promotion cases, benefits, leave, and return to work process, learning and development, succession planning, workforce restructuring (including reduction in force processing), and people policy. 
  • Prepare reports, analyze data, and make data driven-decisions using key metrics.
  • Build and leverage relationships with senior leaders across the assigned scientific areas and HR functional teams (such as Talent Acquisition, HRIS, Compensation & Benefits, Employee & Labor, Learning & Development).
  • Collaborate effectively with other Lab Operations functions including finance, legal, facilities and IT to deliver impact to the business.
  • Provide general consultation and guidance to divisions and areas on state and federal regulations, applicable employment laws, LBNL and/or UC policies and procedures, collective bargaining agreements, and DOE contract requirements.

 


 

What is Required: 

 

  • Bachelor's Degree in HR, Business, or related discipline and/or equivalent experience/training.
  • A minimum of 8 years of progressive work experience in a wide variety of HR functional areas with at least 3 years of experience as an HR Business Partner, Manager, or equivalent.
  • Working knowledge of multiple human resource disciplines including talent acquisition, compensation practices, organizational diagnosis, learning and development, employee relations (labor relations a plus), diversity & inclusion, performance management, federal and state employment laws (e.g. FLSA, FMLA/CFRA, ADA, EEO/AA, etc.).
  • Experience partnering with Sr. Leadership in the development of business and people strategies. 
  • Demonstrated thought leadership regarding HR related strategy and execution and proven ability to drive and execute HR initiatives to achieve business objectives.
  • Ability to work at all levels of the HR; strategic, operational, and tactical. 
  • Ability to build strong working relationships, trust and respect with management, co-workers, internal customers, and vendors/service providers.
  • Proven ability to exercise sound professional judgment and knowledge of HR principles, policies, procedures, and best practices to select methods, techniques, and evaluation criteria for obtaining results.
  • Strong analytical and problem-solving skills with proven ability to organize, analyze and present data.
  • Ability to work autonomously and develop and drive practical solutions in a dynamic, constantly evolving environment and exhibit excellent multi-tasking and superior customer service orientation.
  • Excellent technical skills including strong proficiency in Excel and demonstrated record of adaptability with new and emerging technologies.
  • Must be flexible, resourceful, and organized to work in a multi-functional role and to deliver on commitments.
  • Demonstrative facilitation and coaching skills.
  • Ability to communicate effectively, including verbal, written and presentation skills.
  • Excellent interpersonal and organizational skills.
  • Demonstrated project management skills and ability to drive programs independently.

 


 

Additional Desired Qualifications:

 

  • Master’s Degree in Human Resources, Business Administration, or equivalent.
  • Experience working in a research organization.
  • Experience supporting an organization experiencing rapid and complex change with effective change management.
  • Knowledge of HR Systems such as PeopleSoft, Taleo, Oracle HCM.
  • Familiarity with Google applications and/or other collaborative tools.
  • Experience working in a union environment including supporting collective bargaining efforts.  Demonstrated ability to interpret/apply provisions of collective bargaining agreements to human resources actions.
  • SPHR,SHRM-SCP or other HR certifications.
