Position Summary:

The Advanced Light Source (ALS) at Lawrence Berkeley National Laboratory (LBNL) is seeking a Division Deputy for Operations. The Deputy is primarily responsible for coordination of accelerator, engineering, and safety operations, and oversees business, finance, and project management at our vibrant and world-leading scientific facility.

The ALS is an x-ray synchrotron and national scientific user facility funded by the US Department of Energy (DOE). The ALS provides scientists from around the world access to leading experimental and analytical capabilities that utilize extremely bright beams of x-ray light for research and technology development. A broad range of disciplines are served, including materials, biology, chemistry, physics and energy technologies. The ALS has about 200 staff members, 2400 external users, and a $60M annual operating budget.

Together with the Division Director and the Deputy for Science, the Division Deputy for Operations is engaged in overall management and strategic planning for the ALS facility. Key responsibilities of the position include: establishing priorities; executing programs; meeting goals; maintaining reliable operations; overseeing financial planning; and interacting with managers at DOE and leadership at Berkeley Lab.

Division Deputy for Operations:

  • Responsible for overall operations at ALS, including communication and coordination of accelerator operations, beamline operations, engineering, and ALS projects.

  • Be an equal participant and/or advocate in senior management discussions regarding matters relating to the research and development programs, and scientific and technical manpower needs, of the facility.

  • Make critical decisions based on synthesis of technical and scientific analyses.

  • Responsible for safety compliance at the ALS, including oversight of safety among the ALS management, staff, and users as governed by applicable State and Federal laws, and DOE, University of California (UC), and LBNL regulations and policies.

  • Oversee business support services at ALS, including budgeting and projections, and development of scenarios for matching funding to expenditures.

  • Coordinate the Field Work Proposal for annual funding of ALS.

  • Oversee HR issues and activities, including annual performance reviews and the salary management process.

  • Drive process improvement and operational efficiency in all aspects of ALS operations.

  • Coordinate and oversee preparation for internal and external reviews of ALS activities.

Required Qualifications:

  • Ph.D. and or equivalent experience in physical sciences or a related field, or a combination of education and experience.

  • Competence and skills in a specialized area of research.

  • Proven experience in leadership at scientific user facilities or research divisions at national laboratories, universities, or research institutes.

  • Substantial operations management experience in a large research environment (e.g., involving safety and finance).

  • Proven managerial, consensus building, and negotiation skills.

  • Excellent written and oral communication skills.

  • Demonstrated experience in financial management and oversight.

  • Demonstrated ability in strategic planning, implementation, and risk management.

  • Ability to interact effectively with senior levels of management within the Lab, UC, DOE, and external organizations, as well as personnel (scientists, engineers, technical staff, etc.) at all levels.

  • Demonstrated sound judgment, and ability to take decisive action on critical technical and operational issues, at times without all the desired information, and under time pressures associated with a user facility.

  • Understanding of advanced information and data management systems.

  • Appointment at the Senior Scientist level will have demonstrated excellence in the field, significant years of relevant experience, and an international reputation in a field of science.

Preferred Qualifications:

  • Knowledge of synchrotron radiation science, technology, and communities.

  • Knowledge of relevant Laboratory, DOE and UC policies, procedures and practices.

Notes:

  • This is a full-time career appointment, at the Staff Scientist/Engineer or the Senior Scientist/Engineer level, dependent on experience, and scientific and technical breadth.

  • Salary will be commensurate with experience.

  • This position is contingent on the successful completion of a background check.

  • Work will be primarily performed at: Lawrence Berkeley National Lab, Berkeley, CA.
