Principal Subcontract Administrator
Lawrence Berkeley National Lab’s (LBNL) Office of the Chief Financial Officer Division has an opening for a Principal Subcontract Administrator to join the team.
In this exciting role, you will be responsible for providing procurement support to the Lawrence Berkeley National Laboratory (LBNL), with an emphasis on computing science and information technology (IT). You will be responsible for planning, negotiating, awarding and administering the full range of subcontract types, including the highest levels of complexity and value, while also independently serving as a lead procurement point-of-contact for division level customers, large projects, and senior management.
What You Will Do:

Works independently on Pre-procurement planning with customer, pre-proposal conferences, facilitating concurrent reviews, leading subcontract negotiations, participation on process improvement teams, award of evaluated, best-value procurements, and subcontract closeout.

Plans, coordinates and leads negotiations for a variety of complex contracts, contract modifications.

Develop approaches to procurement problems or issues when the problems require extensive analysis of a variety of unusual conditions, questions, or issues.

Independently conduct in-depth analysis of contractor’s financial and management systems and facilities for ability to perform.

Independently reviews requisitions and specifications to ensure adherence to Department of Energy (DOE) prime contract requirements, as well as LBNL and Procurement Division policies and procedures. Develops and maintains accurate and complete files according to division and Laboratory procedures.

The primary point of contact for all functions related to each award.

Coordinates award activities with appropriate parties (Customers, Receiving, Requisitioners, Accounts Payable, Receiving, Legal, Property, etc.).

Exercises judgment, uses discretion and market research to determine the best approach to facilitate acquisition solutions based on contracting experience and knowledge.

Serve as a Team Leader, to ensure that assignments are completed on time and with a high degree of customer service.

Provides support for multiple laboratory customers in the full range of procurement services. Manages larger-value subcontracts/agreements and provides assistance to management with complex problems. Occasionally trains, guides and mentors junior staff.

Represents the Contracts Division in providing advice and acquisition solutions to problems associated with special customer projects and functions and/or systems. Participates on Management Reviews and leads Competitive Evaluation Teams. Increasingly has involvement in Contracts Division decisions and initiatives at the organizational/operational level.

Serve as a lead point-of-contact for directorate-level customers

Conduct competitive and noncompetitive acquisition process for requirements necessary to support various LBNL projects.

Lead routine contract price negotiations required to meet LBNL objectives.
-
Negotiate necessary modifications and administrative changes to subcontracts and purchase orders required during contract performance.

Administer subcontracts and purchase orders to completion and closeout.

Maintain conformance to program and contractual requirements by reviewing subcontractor performance, costs, prices, invoices and schedules.
What is Required:
-
Bachelor’s degree in business, supply chain or a related field, or equivalent training and experience, and a minimum of 6 years of related experience is required.

Knowledge of a wide range of contracting methods and contract types to plan and carry out pre award and/or post award procurement actions.
-
Ability to analyze difficult contracting issues and identify alternative courses of action.
-
Familiarity with business practices and market conditions applicable to program and technical requirements sufficient to evaluate bid responsiveness, contractor responsibility, and/or contractor performance.

Ability to multitask and be responsive to continuing changes in technological developments.
-
Ability to formulate approaches to procurement problems or issues when the problems require extensive analysis of a variety of unusual conditions.

Ability and willingness to work effectively as a member of a team, as well as independently, as required. internal)?

Demonstrated ability to establish and maintain long-term working relationships with a broad cross-section of people.

Demonstrated experience in and knowledge of contracting including planning, solicitation, negotiation, award, and administration of high-dollar value, unique, and complex subcontracts.

Working knowledge with FAR and generally accepted best business practices.
-
Ability to multitask, maintain a high level of accuracy, and attention to detail; ability to work under pressure and successfully meet deadlines.

Ability to professionally and effectively interact with all levels of personnel, both internal and external to the Laboratory.

Experience monitoring and tracking workflow.

Knowledge of the legislation, regulations, and methods used in contracting; and knowledge of business and industry practices, sources of supply, cost factors, and requirements characteristics.

Experience with high performance computing, telecommunications and software acquisitions.
-
Experience with lowest price technically acceptable (LPTA) and best value source selection (BVSS) source selection processes.
-
Experience with advance acquisition planning for 5 – 10-year projects exceeding $10 million dollars.
-
Experience with various contract types including fixed price, cost reimbursable, time and materials, labor hour, master agreements and leases.

Knowledge of and experience with economic price adjustments.

Knowledge of and experience with termination for convenience and termination for default.

Experience negotiating complex terms and conditions.
-
Experience maintaining close working relationships with requesters including being aware of and responsive to their programmatic requirements and budgetary constraints.

Ability to work in a team environment.

Excellent organizational, decision-making, and problem-solving skills.

Ability to function in a fast-paced business environment requiring a high degree of accuracy.

Proficiency in Microsoft Office, Adobe, and database applications.

Excellent interpersonal, negotiating, oral and written skills
Desired Qualifications:

Advanced graduate degree

Knowledge of DOE procurement regulations and policies and procedures as well as government procurement terminology.

Experience with Federal Acquisition Regulations (FAR)
-
Professional certification such as Certified Federal Contracts Manager (CFCM), Certified Professional Contracts Manager (CPCM) and Project Management Professional (PMP)
-
Knowledge of procurement practices and procedures related to purchase of high-performance computing (HPC), IT acquisition, and computational sciences research subcontracts. Expert familiarity with LBNL business systems is highly desirable.

Experience working under a government prime contract.

Experience with delegated procurement authority.

This is a full-time, career appointment, exempt (monthly paid) from overtime pay.

Salary for this position will be commensurate with the final candidate’s qualification and experience, including skills, knowledge, relevant education, and certifications, and also aligned with the internal peer group. The budgeted annual salary range is $123,196.00 to $152,183.00.
